Program Manager

WHO WE ARE:

STAHL Companies provides the Program Management for its Channel of Commercial Technology companies in Government that consist of Small Businesses and New Technology start-ups.

STAHL advocates for policies that can improve government services and maintain our government's competitive advantage, by bringing more technology into government programs.

STAHL Companies advocates on behalf of our nation's innovative, new technology and small businesses looking to work with the U.S. government. We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.

The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government.

We are seeking a skilled and experienced Program Manager to join our team!

Responsibilities:

• Serve as the primary liaison between the Government and contractor team for the delivery of website hosting, maintenance, and development services.
• Manage all personnel, tools, materials, facilities, and supervision necessary to deliver contractual support.
• Oversee the design, development, optimization, and troubleshooting of secure, high-performing web applications.
• Ensure adherence to security principles, DoD standards, and Information Assurance requirements.
• Lead a team of web developers and engineers utilizing technologies including Cold Fusion 6, SQL Server (2008/2012), Entity Framework, ASP.NET Core, MVC, IIS, C#, and Bootstrap 4.
• Monitor performance metrics, proactively identify risks, and implement corrective actions to ensure service quality and client satisfaction.
• Collaborate with stakeholders to understand requirements and ensure alignment of technical solutions with mission needs.
• Ensure all deliverables meet cross-browser compatibility, UI/UX best practices, and accessibility standards.
• Coordinate testing and implementation of applications across Chrome, Firefox, Internet Explorer, and other major browsers.

Qualifications:

• Bachelor’s degree in computer science, Information Technology, or a related field.
• Minimum of 8 years of progressive experience in web development and/or programming.
• Proven experience managing technical web projects involving Cold Fusion, SQL Server, and .NET-based frameworks.
• Strong understanding of web security principles and their application in public-facing applications.
• Demonstrated ability to lead geographically distributed teams and manage CONUS-based work performance.
• Excellent communication and client engagement skills, with a proven ability to troubleshoot and optimize web performance.
• Hands-on knowledge in HTML, CSS, JavaScript, JQuery, and database integration.
• Information Assurance Technician (IAT) Level II certification required.

Preferred Skills:

• PMP certification or equivalent program management credential.
• Experience managing Government contracts or projects within DoD environments.
• Familiarity with Agile methodologies and performance-based service delivery.
