Job Description and Duties

This position is eligible to telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the direction of the Staff Services Manager I in the Office of Human Resources' (OHR), HR Admin, Policy, Solutions Unit and Special Projects Unit, the Associate Governmental Program Analyst independently performs a variety of analytical support activities for DGS' mission critical human resource management and performs assignments and projects associated with OHR's policies, forms, online content and training. This position utilizes office equipment, Microsoft Office Suite, SharePoint, Oracle applications, PowerPoint, Adobe Acrobat, web reporting and project management tools and communication platforms.

This position promotes and is accountable for customer satisfaction and quality service and initiates or recommends changes that promote innovative solutions to meet and improve customer needs, in accordance with all applicable federal and state laws, rules, regulations, mandates and California Department of Human Resources, State Personnel Board, State Controller's Office, Department of Finance, DGS, and other control agency policies and procedures.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Self-motivated, enthusiastic, and responsible.

• Ability to effectively analyze issues and organize information.

• Ability to prioritize multiple workloads and perform well under pressure to ensure deadlines are met.

• Proficiency in Microsoft Word, Outlook, Adobe, MS Teams, and Excel.

• Experience in any of the following areas: human resources; personnel; exams; classification and pay; or similar analytical/research experience.

• Strong written and verbal communication skills with the ability to communicate to all levels of management.

• General knowledge of State of California HR, union, labor, and other administrative laws and policies.

• Experience making recommendations to implement new or adjust existing projects based on data collected and analyzed.

• Experience in project management.

• Experience in human resources, ideally if the experience is in workforce planning (recruitment, staff development and retention), policies, procedures, and forms.

• Knowledge of workforce planning analysis methods and strategies.

• Demonstrated experience of successfully taking on new projects with positive results.
